Doug Ewald was appointed Tax Commissioner in November 2006. He came to the Department of Revenue after a 19-year career in private sector accounting and business planning. Immediately prior to his appointment, he served as Director of State Taxes for the Union Pacific Railroad (UP) in Omaha. His position required the overall coordination of UP's state tax operations, including budgeting, planning, compliance, incentive applications, audits, appeals and financial reporting requirements. Among Ewald's previous positions at UP were Manager of State Taxes, Senior Project Manager for Taxation, Senior Tax Associate and Tax Associate. Prior to his UP career, Ewald worked in taxation for Arthur Andersen & Co. in Omaha. He earned his bachelor's degree in accounting at Buena Vista University in Storm Lake, Iowa, and his master's degree in accounting at the University of Nebraska at Omaha.

Kim Conroy began her duties as Deputy Tax Commissioner in September 2008. Prior to that, she served the Department of Revenue as Director of Compliance since August 2007. Before coming to the Department, she worked in the Tax Department at Union Pacific Railroad. Conroy received her associate’s degree from McCook Community College in 1980, her bachelor’s degree in 1982 from the University of Nebraska-Lincoln and her Juris Doctorate in 1986 from the University of Nebraska College of Law.

Ruth Sorensen was appointed by Governor Heineman to be the Property Tax Administrator,
effective August 1, 2007.
Ruth is a graduate of Franklin Pierce College, in New Hampshire, receiving her B.S. in Accounting, and a graduate of the University of Nebraska College of Law (1994). Since law school, she has worked in the corporate and private civil practice areas. She was also employed as an attorney for the Department of Revenue for a few years, and in 2003, became employed as
an attorney for the Department of Property Assessment and Taxation. In early 2007, Governor Heineman appointed Ruth to the Tax Equalization and Review Commission, as the Commissioner member from the First District. Ruth’s tenure as a Commissioner lasted four (4) months, at which time she was appointed as the Property Tax Administrator.

Len Sloup was selected as the Director of Operations and Administrative Services in August of 2007. Len is a graduate of the University of Nebraska-Lincoln College of Business Administration. Len began his career with the Department in 1969 working part-time while a student at UN-L. During his career with the Department he has held a variety of positions throughout the agency, with his most previous position being Director of Operations and Taxpayer Services. In his current position, he is responsible for return and remittance (paper and electronic) processing, Finance, Human Resources, Information Technology, and Special Services.

Glen White was promoted to the Director of the Compliance Division in October 2008. He started with the Department in April 2001 as an attorney in the legal section. While an attorney with the Department, White was primarily responsible for representing the Department in administrative hearings and working with taxpayers to resolve tax issues. White was in private practice in Grand Island, Nebraska prior to joining the Department. He earned his bachelors and masters degrees in accounting and law degree from the University of Iowa, Iowa City, IA.
In his current position, he is responsible for the Legal and Audit Sections, as well as Collections, Bankruptcy, Nexus, and Tax Discovery throughout the state.

Jim Haynes has served as the Director of the Nebraska Lottery since February of 2004. He has been with the Nebraska Department of Revenue since 1991, previously serving as an Investigations Supervisor for the Nebraska Lottery and Personnel Manager for the Department of Revenue. Prior to joining the Department of Revenue, he was a Lincoln Police Officer for 16 years. He received his Bachelor of Science Degree in Business Administration from the University of Nebraska-Lincoln. In addition to his appointment as Lottery Director, he serves as the Director of Charitable Gaming (2001). Jim also serves on the Board of Directors for the Multi-State Lottery (MUSL), North American Association of State and Provincial Lotteries (NASPL) and is currently the President of the North American Gaming Regulators Association (NAGRA).
